تيبازة – أشرف وزير الداخلية والجماعات المحلية والنقل، السعيد سعيود، اليوم الاثنين بالمدرسة الوطنية العليا للبحرية “الشهيد أمحمد بوقرة” لبواسماعيل (ولاية تيبازة)، على حفل تخرج الدفعة ال 51 لضباط البحرية التجارية والموانئ.
وأشاد الوزير بمناسبة حفل تخرج هذه الدفعة، التي تضم 88 ضابطا، منهم 58 حاملا لشهادة الماستر في تخصصي علوم الملاحة والميكانيك البحرية و30 ضابط ميناء، بالمستوى العالي للتكوين الذي استفاد منه المتخرجون من هذه المؤسسة العريقة التي تكون سنويا “كفاءات بحرية عالية المستوى تلبي الاحتياجات الوطنية في قطاع النقل البحري والموانئ الذي يعد أحد الركائز الأساسية للاقتصاد الوطني”، كما قال.
وبعد أن تطرق للتاريخ البحري الجزائري بحوض البحر الأبيض المتوسط، أبرز السيد سعيود “العناية الفائقة والاهتمام البالغ” الذي يوليه رئيس الجمهورية، السيد عبد المجيد تبون لتطوير وتحديث مؤسسات التكوين العليا في البلاد “إيمانا منه بأن السيادة الوطنية بمفهومها الحديث ترتكز أساسا على تحصيل المعرفة والتحكم التكنولوجي وبناء كفاءات بشرية قادرة على قيادة قاطرة التنمية الوطنية الشاملة”.
وذكر الوزير أن قطاع النقل البحري والموانئ “لا يمثل مجرد نشاط تجاري فقط، بل هو الشريان الحيوي والركيزة الاستراتيجية الأساسية للنهوض با
لاقتصاد الوطني”، مشيرا إلى جملة الإصلاحات “العميقة والشاملة” التي باشرتها الدولة بهدف ترقية كفاءة الموانئ الوطنية وتوسيع أساطيل البحرية الجزائرية والاندماج في سلاسل الإمداد العالمية.
واعتبر المسؤوليات الملقاة على عاتق ضباط البحرية والموانئ “أمانة كبيرة تتطلب احترافية عالية من أجل ضمان قيادة سفن الأسطول الوطني كضباط، وضمان سلامة تشغيل المحركات والأنظمة المعقدة والسهر على دقة عمليات الإرشاد البحري وتسيير منشآت الموانئ وأمن الشحنات الاستراتيجية وحماية البيئة البحرية”.
ودعا وزير الداخلية والجماعات المحلية والنقل بالمناسبة، الضباط المتخرجين، إلى التقيد الصارم بالنزاهة والصرامة ومواصلة التكوين المستمر لمواكبة تقنيات الذكاء الاصطناعي والإدارة الرقمية الحديثة للموانئ، منوها بمستوى التكوين “المرموق” الذي تضمنه هذه المدرسة التيتحرص على المواكبة المستمرة للتحولات التكنولوجية الكبرى وتحديات الرقمنة والاقتصاد الأزرق.
